Governance:

HNA is one of 94 City-recognized neighborhood associations within the City of Portland, by which its members (the people of the City of Portland) may effectively participate in civic affairs and work to improve the livability and character of their neighborhoods and the City.

HNA is organized and operated exclusively for charitable and educational purposes, according to its organizational bylaws. Its volunteer, member-driven purposes are to consider and act on issues that affect the livability and quality of the neighborhood, and provide an open process by which all members may involve themselves in the affairs of the neighborhood.

HNA is supported by District 4 Coalition (D4C), which is the nonprofit district coalition office representing 32 Neighborhood Associations.  Portland’s 4th District covers the entire west side of the City.  On the east side of the Willamette River, the 4th District also encompasses the neighborhoods of the inner Southeast:  Reed, Eastmoreland, Ardenwald, and Sellwood.
